Biography

Dr. Evangelos Vlachos is a Tenure-track Researcher at the Industrial Systems Institute (ISI) of ATHENA RC, where he formed and leads an independent research group on Joint Communication, Control, and Sensing. His research interests include Integrated Sensing and Communications (ISAC), UAV swarm coordination and U-Space resilience, and Scientific Machine Learning (deep unfolding), with a focus on bridging fundamental research with real-world validation in 6G networks and Cyber-Physical Systems.

He has authored 57 publications — including articles in IEEE Transactions on Wireless Communications, IEEE JSTSP, and Proceedings of the Royal Society A — accumulating more than 1,300 citations. His work on graph-based matrix completion received the World’s FIRST 10K Platinum Best Paper Award in 2017, and in 2026 he was awarded a Visiting Fellowship by the University of Jyväskylä, Finland, for a research visit in 2027.

As Principal Investigator, he has secured over €850,000 in competitive and industry funding, including the Horizon Europe Excellence Hub EUSOME and the industry project SPLASH. He maintains active collaborations with Hellenic U-Space Institute, Quantum Neural Technologies, and Hellenic Drones, and has previously collaborated with Huawei Technologies France.

He is a member of the EURASIP Technical Area Committee on Signal Processing for Communications and Networking, and serves as a reviewer for major IEEE journals. He leads the special session “Signal Processing for Integrated Sensing, Communication, and Control in Autonomous Aerial Networks” at ICASSP 2027, chaired special sessions at NextGCom 2026 and IFIP/IEEE VLSI-SoC 2022, and chaired the SkySense 2025 workshop at IEEE ISC2 2025. Recent invited talks include “Cellular ISAC for U-space: Closing the Non-Cooperative Surveillance Gap” at the SkySense workshop of IEEE CAMAD 2026 in Nicosia, and talks at the University of Patras (2026) and the University of Sussex (2022).

He currently teaches at the University of Patras and holds a visiting position at the University of Sussex, with previous postdoctoral and lecturing experience at the University of Edinburgh.
